What it claims
Epistocracy allows political decision-making authority to reflect differences in knowledge or competence. Brennan’s competence principle holds that power imposing serious risks on others should not be exercised incompetently or irresponsibly. Downs and Caplan analyze weak incentives to acquire accurate political information when one vote is unlikely to be decisive.
